首先確定境外生產企業是否在海關總署準入（gacc）允許進口寵物食品國家地區產品名單中 ；據海關總署更新美國寵物食品注冊生產加工企業名單中截止目前共有51家企業獲得gacc準入。

其次，需要持有農業農村部頒發的進口飼料登記證。
依據農業農村部公告20號《寵物飼料管理辦法》規定：境外寵物飼料生產企業向中國出口寵物配合飼料、寵物添加劑預混合飼料的，應當委托境外企業駐中國境內的辦事機構或者中國境內代理機構向國務院農業行政主管部門申請登記，并依法取得進口登記證。未取得進口登記證的，不得在中國境內銷售、使用。同時包裝要附具符合《寵物飼料標簽規定》要求的中文標簽；產品衛生指標符合《寵物飼料衛生規定》的要求；使用的飼料原料和飼料添加劑要符合《飼料原料目錄》《飼料添加劑品種目錄》的要求等。
